Zoo Attack Config #84

@gchhablani Is it possible to not have the config file with the algorithms for the zoo_attack? If you need it for testing can the config folder be included with just the tests?

@mehulrastogi There are some default config parameters that we want, and adding those many parameters might not make sense in the main class? Wdyt?
