[GPT-40] Fix linting and formatting pipeline #281

Currently, I think there may be some issues, such as

  1. when making a commit, eslint doesn't immediately give feedback on potential issues with the commit, and only does so on github (not on local)
  2. Github says prettier is not run, even though the hook should have been run on the local git repo already
  3. and so on
