In this PR we:

Remove _common_tools/startloggin.py
Remove _gis/colorramps.py
Remove _paths_procedures/load_select_link_query_builderdialog.py and its UI
Remove _matrix_procedures/matrix_manupulationdialog.py and its UI
Modify _matrixprocedures/__init__.py to remove the comment containing matrix_manipulation_dialog
