Adds dispatch workflow #362

In this PR we add a new GH workflow that will be triggered when a PR is merged into AequilibraE's develop branch.

We also modified the _download_extra_packagesclass.py file to install Aequilibrae from its develop branch case we're in the "venv_dev", created for this test.
