Hours can not be changed to 24 hour format! #349

What steps will reproduce the problem?
1. Talk to someone using Galaxium
2. The timestamps shown are all American format

What is the expected output? What do you see instead?
It would be cool to see it in my locale (24 hour format)

What version of the product are you using? On what operating system?
(you can run the "diagnose" script in the root directory of the Galaxium
sources to get a detailed report)

version 0.7.4.1 on Ubuntu 8.10 (x86_64)

Please provide any additional information below.
Yes, Galaxium does rule! :)

Yeah right now its not being handled globally. It really should be for all 
date/time
formatting. we will get to this i'm sure.
