Added missing descriptive tooltip hovers for:

Inactive/Active Node Filtering
Reduce/Expand Node List
ROUTER / CLIENT modes (ROUTER_CLIENT is depreciated)
RSSI & SNR
Short Name
Voltage
Power/Battery Level (no special case for 101% yet)
