O modelo funcionou sem problemas. Provavelmente se trata de algum problema na 
instalação da distribuição, ou então a versão do abntex2 provavemlente é 
a 1.4 e o modelo é o 1.5

Realmente havia um problema com o arquivo abntex2cite.sty: ele recriava macros 
de substr.sty e, se substr.sty fosse importado ou estivesse presente no 
sistema, havia conflito. Correção está anexa para ser inserida no controle 
de versão.
