Start making test data generation reproducible

I want to make creation of the test dataset reproducible.

The first commit changes the target directory of the downloaded and unpacked test data. It’ll now be in blr-testdata instead of just testdata.

With that, there’s now room for a testdata/Snakefile.

The following files exist in blr-testdata-0.3.2. Checked are the files that the Snakefile can now generate:
