Switch to GitHub actions #2

This switches the CI system from Travis to GitHub actions

This is finally working. This will conflict with #1 because here I needed to update sambamba while the other PR removes it. I’ll fix that when #1 is merged.

This is now ready. Since the free Travis builds have run out, this should probably be merged soon.
