review submission form removes review section completely if skipped #201

Describe the bug

Review submission form removes the section completely after "hiding"

It should hide it with an option to show it again as shown in figma

To Reproduce

Steps to reproduce the behavior:

  1. Go to /submit
  2. Click "Skip review"
  3. See section disappears

Expected behavior

should hide and show the section with a button to write the review instead of removing the section entirely
