Provide solution making it easy to draw plots on OrthoMosaic image #174

Task to do Allow users to draw plots on an image and receive a file compatible with SciF workflow

Reason For OrthoMosaic images that are not georeferenced a means of specifying plots is needed

Result Users are able to use SciF to process non-georeferenced images
