The workflow JSON doesn't always download correctly #557

The workflow JSON contains an error and not the workflow JSON

The steps taken to reproduce the behavior or issue, or specify a location where the steps were recorded Try to download a completed workflow

Expected behavior The workflow should successfully download, or the UI display an error. Not have the error in the JSON file

Add other supporting information that may be useful N/A

Completion criteria This is done when and error that occurs when downloading the workflow JSON doesn't contain the error, the workflow isn't downloaded, and the error is displayed on the UI
