Cumulated votes rewarding #40

This type of rewarding is similar to the dailies feature that you currently have but without the streaks being taken into account. I think it is better explained through an example so let's say the config is set to reward players every 50 votes, and I have 49 votes currently, I can vote anytime I want, even if it's next month and still get the reward. Then I'll receive the reward once again when I reach 100 votes, 150 votes, 200 votes and so on.
