[Feature Request] Vote announcements even when the player is offline

As of right now there is only an announcement on a server when the player is already online or comes online (with the offline tracking of votes)

I'd much rather have it so that when people vote an announcement is made that person x has voted instead of the announcement coming when the player comes online.

Then when the player comes online he/she gets their items/messages but the announcement has already been.

This way when there is an announcement more people are triggered to vote themselves because it can be at any moment on any server in the bungeecord that someone is voting.

In short. Make it so there is instantly an announcement when someone votes not depending on whether the player is online on that server.

I'd love to have an option to make the plugin print the voting message directly when the vote is recieved. And maybe even allow commands to be executed when the player is offline. Many plugins can handle offline players.

On a related note a placeholder for the UUID would be useful too. So it can be used in commands. This would make offline commands work more reliably.
