GNU recommends applying LGPL by having GPL as main license file, then LGPL as an additional license file, but to make it more Github-friendly, we'll swap the files and have LGPL as LICENSE, then GPL as LICENSE.GPL. This has no legal impact as the right license is officially stated in the NOTICE.
