Create a process for updating config files in response to another round of DBTL #3

When a config file is set for round 1 of Bayesian MCA, we want to update it for round 2 of Bayesian MCA.

This may include inventing new strain IDs in ICE, and updating EDD with the new line numbers in a study (or creating a new study in a campaign).
