Copyright should be to PETS #715

As a PETS administrator I want to support multiple agencies So that the application can be more widely used

GIVEN I access PETS WHEN I look at the footer of the page THEN I should see the "@ PETS 2018"

Note: Currently the copyright is for MetPlus which need to be changed
