As a Job Developer I want to search for Job Seekers affiliated with my agency And be able to specify search criteria such as skills, category, location, et.al.

This is similar to #99. The search capability for job seekers should be useful for both agency people and company (employer) people.

Added label 'ResumeCruncher' to this story, for same reason as #99.

Actually this has not been delivered yet. We have job search and we have job to job seeker matches, but we do not have a job seeker search using data from the rails database. So I will keep this story open.
