[WIP] upgrade attempt2 to mediawiki 1.32 #74

In this branch, I tried to leave VisualEditor in our extensions directory, but update the submodule correctly on a clean branch, while also extracting all the extensions from the Dockerfile and installing them either by composer if possible or in an install script Pushed up with VisualEditor still not working
