[Feature Request] Proper `/exile` command #3

Player is exiled to Guam 3; they cannot /warp or /home; their spawnpoint is set to Guam 3; they have to reach the spawn elevator to be able to regain their permissions. Also, they cannot enter the nether or use minecarts.

Also disable ender pearls and chorus fruit

If they somehow manage to leave the border, teleport them back to guam 3 instead of spawn (or just kick them)
