When Isaac kills an enemy, all enemies suffer fear for a brief period.

(not too sure about this one. should it be all enemies, all enemies in proximity to the killed foe, or all enemies in proximity to Isaac? Additionally, is the theme good? Are there any other theme ideas you guys have?)
