How is it an obstacle?
It's an obstacle because it's not exactly something you can FIGHT, but is nonetheless encouraged to be avoided, like the Spike Blocks or Bouncing Skulls. However, similar to Spike Blocks, fires, etc., they can also be used to further goals by walking over them at the cost of an ice physics debuff to let the puddle splash deal damage to enemies and vice versa.
I like the idea of an obstacle which the player has a reason to utilize, but also a reason to avoid. A room mechanic that's situationally a benefit and situationally is a threat is pretty rad.
Puddles, similar to creep, act as an environmental obstacle to the player, but rather than hurting Isaac directly, puddles will instead 'splash' into tears and disappear when an enemy or the player walks over it (will also affect them with ice physics). Additionally, to prevent players confusing puddles with creep, puddles will not be generated by enemies but will instead be distributed throughout rooms as obstacles: they will also be found in colors not found in creep, such as water (tear color) and dark browns (mud).
