[Enemy Family] Burglars

Burglars are begger-like enemies that chases Isaac like Mulibooms and steals his consumables if touched. they'll first appear in chapter 2 and onward.

Burglar

• Steals some coins from Isaac
• Takes coins from the floor if reachable

  Master Thief

• Steals some keys from Isaac but steals gold keys first
• Steals keys from the ground if reachable
• has a high chance to replace a normal Burglar if Isaac has a gold key

  Bomb Burglar

• steals some bombs from Isaac but steals gold bombs first
• takes bombs from the ground if reachable
• has a high chance to replace a normal Burglar if Isaac has a gold bomb

It's an interesting idea but I feel it might be too annoying.

Sounds neat but a health down seems to harsh. Needs balancing.

I'll just remove the Devil Burglar, might bring it back if any ideas come up.

I really liek the idea however Keeper Heads already steal coins. To stay consistent, I think it makes more sense for the other burglars to be based on the Keeper Heads :

• Wrath Heads would steal bombs
• Envy/Pride Heads would steal keys
• Gluttony Heads would steal hearts (not heart container)

Ideally they'd have a different AI too though, maybe inspired from their respective minibossses ?
