Abandoned project.
The website is offline/gone.
Their Twitter account is gone.
32 people in their Telegram group.
The last interaction on their Bitcointalk thread was November 2017.
NOT to be mistaken by Nebula IA (they said on their Bitcointalk if they had known about this Nebulous scam they would've named it something else but it's too late now).
