update agoric/synpress and linter improvements

The PR includes the following updates:

1. Updates @agoric/synpress: The @agoric/synpress package is updated to the latest version.

2. Simplifies ESLint Configuration:

• We stopped inheriting the ESLint configuration from @agoric/synpress for our tests.
• The inherited configuration felt like an unnecessary overhead and was enforcing linting rules we didn't need.
• Removed all unnecessary dependencies related to linting.
• Simplified the ESLint setup in the root directory, so we no longer have to maintain multiple ESLint files.
