ci: add env varaibles for liquidation tests #291

The PR does the following:

Setting up all the environment variables in CI relevant to liquidation tests.
Gives the option of providing input of user1 and bidder mnemonics as well as wallet addresses to do liquidation testing with custom addresses.

It's fine to merge because the schedule runs for these tests are using a local chain.
