What is the Problem Being Solved?

Enable banner on dapp-inter to notify users of service disruption because of Upgrade 17 chain upgrade.

'A chain upgrade (Proposal 78 - Agoric Upgrade 17) is planned to take place on Monday 2024-10-07 between 1pm - 2pm PST. Note the UI will not be functional during this time'
