docs: adding page: How Orchestration Works #1202

In current proposed outline of orchestration docs link for slack thread, there is a page where details of IBC, ICA and other not-so-very-urgently-necessary information is to be shared. This PR creates first version of this page with the goal of incremental additions and improvements. WIP is not linked but here is the rendered markdown:

Thanks for the feedback. Fixed external links. And I agree to keep it unlinked until it is in more commendable form with more subsections related Agoric technologies driving orchestration.
