bump yarn and other deps #1219

Bump Yarn 4.4 to 4.5, trying to solve https://github.com/Agoric/agoric-sdk/actions/runs/11113362849/job/30880208649?pr=10175

Also bumped a bunch of deps in semver-compatible ranges using yarn upgrade-interactive

QQ: For my understanding, how does this help in resolving this issue?

I had low confidence that it would but that's what prompted it. The reason I tried Yarn is that the error was during Yarn's linking step.
