Some refinement is needed in README mainly for instructions on how to execute the cli bare execution for Windows. (and common instructions for conda).

same as linux. generate net rc local etc
install miniconda
create local env
install requirements: pip install -r requirements.txt
Check if shell script should be executed in git bash or we should also provide an .exe for generate netrc
Also some corrections on:
. version on pyproject
. path in README (add the dash in noa-harvester)
. monitor for each download item (cdsetool has a bug for restarting threads)
