Investigate CDSETool usage for query and harvest #6

Create simple containerized repository using CDSETool library for downloading Copernicus Data. It can serve as a starting point and then be integrated into Harvester Processor (if Harvester Processor has multiple sources except Copernicus)

Cli version is up in the branch. It can be executed locally through the cli, or inside the container. Next step is to maybe include a jupyter server inside the container, even though it would be better to have it in a different module.
