Geopolitical regions #27

Geopolitical/administrative regions should be available from something like GADM , FAO GAUL, or ISO19139 (e.g. ).

If no RDF is available, this may need to be created. Note that ENVO has some of these, but may not be up-to-date. SDGIO could use these too.

@marieALaporte @elizabetharnaud @cmungall Do you think we should manage an OBO semantic version of this in ENVO and link to classes in, e.g., GAUL? Or should we go entirely with an external reference? GAUL looks pretty good as it maps to time stamped shapefiles that are relevant to the ag domain.

I've been using geonames - I believe they also have shapefiles associated with their administrative areas.

I second using geonames, they provide feature level containment which resolves a number of use cases such as "What country is this in".
