Fix calculation of costs on farm level scale (m2 to ha) #53

Costs of farm level measures were not added up correctly as costs on farm scale were divided over m2 and costs on field scale are in ha. Costs of farm level measures per farm are now calculated per hectare instead of per m2. This means the costs of farm level measures per ha and farm level measures per farm are now added up correctly.
