Generate Sphinx documentation using Github Actions #65

Since Travis CI is migrating from travis-ci.org to travis-ci.com after December 31st, 2020 and our last Travis Build from merging PR #64 is having authentication issues (our Github token seems to be have become invalid), we are looking into using Github Actions instead to generate our Sphinx documentation. I've begun some experimenting on the hs649/gh-actions branch. Here are some useful references:
