In addition to creating a set of RST files in English, we'll need to ensure that our Python logic takes into account the desired language. For example, we may want to change how units are handled depending on the language. Or even more simply, Sphinx needs to build the write set of .rst files based on the language

Need to define the structure of the files to handle languages, plants and components at very different flow rates, and the ability to create a design spec for a component or a plant.
