set up CD #24

On version-tagged commit to main, need to:

deploy to PyPI
create GH release
ensure versioned rtd build

I have sort of hated all the dynamic versioning systems I have tried, but if we dont use one, need to also validate that the tagged version matches the version in pyproject.toml
