Move DAQ-QT functionality to C Extension

• [ ] Make C Extension build system
  • [ ] Switch packaging manager from poetry to pdm/hatch
  • [ ] Find other packages to learn from and use as examples
  • [ ] Make minimal function in C that can be called from python to test C extensino functionality
• [ ] Make a generic ABC for acquisition devices
• [ ] Write the C extension for that ABC
• [ ] Write tests
  • [ ] Make a hardware mock for miniscope v4
  • [ ] test everything with it :)
