encoding problem? #1

nice work with this iati mapping. However which encoding is used? When I open the file (via github or libre office) I see for instance at row 174: PNUD - Programme des Nations Unies pour le d?veloppement - ??thiopie (with question mark in stead of special codes)

Maybe an xml version with encoding declaration could be usefull

Thanks for the heads up on encoding. Honestly right now it's a known issue with no immediate solution as the mappings have passed through several applications and format changes, and bear the scars of multiple encodings. I will be working on a clean reproduction later this week. Apologies for any inconvenience in the interim!
