I am running the latest version of the mognet bot on releases, latest version of the FFXIV plugin 2.0.5.0, and latest version of ACT, though I have seen this issue with older versions of both the FFXIV plugin and ACT so I believe it is an issue directly related to this plugin itself.
I have found that once I have enabled the time lock, unchecking the box does not actually cancel out the lock. The log says that it does, but when I end an encounter I get the same message about not sending the parse as I would if it was enabled. If I leave it unchecked and restart ACT, it automatically checks itself again, re-enabling the lock. The only way I can undo the time lock is to do a completely fresh install of the plugin.
See the image below, you can see the log message where time-lock was turned off, the error saying time-lock is on, and that the box is still unchecked.
