chuine precip addition (?) inconsistency #32

expsiteinfo.csv shows that there is a +70 precip treatment on some chuine plots; "preciptreat" in expclim.csv suggests that chuine plots either have ambient precipitation or precipitation subtraction -- no addition.

70 = 70% of usual precipitation; it is indeed a subtraction
