Initial build to support the SDOD CAN interface.

Requires modified ros_canopen driver to support CAN-FD.
Added TargetCartesian & TargetCartesianArray Message types.
Added TargetCartesianArray rviz plugin.
Added sdod_can node & launch files.
Removed gazebo due to build conflict.
- Per Dave Ochs it's not very used anyway.
Tested using SDOD-209.

Leaving PR open for now until this can be re-addressed. No O79 testing was performed. Team decided that we did not want to remove gazebo from the primary branch and I had an issue building due to the protobuf version I'm using (3.12.4 vs 3.6.1). With 3.12.4 gazebo wouldn't build during compile.
