What limits the amount of viewers? #91

Just wondering, since it seems it never gets past certain amount of viewers and goes down very quickly. Is there something in code that limits the amount of viewers that can join the stream? Even if you set about 1000 viewers, it goes up to about 150, then goes down and then again up to 150. What makes it work this way?
