I'm not sure I agree with removing such large sections of the rule book. It could perhaps benefit from a clearer definition as the PAPA World Championship rules, but the vast majority of the book holds up regardless of format (we know because we've changed the format).
It may be better to separate out the PAPA World Championship rules and create a generic PAPA Ruleset without destroying the current rule book. I'd envision the following (quick thoughts, I'd need to expand on these):

contradicts itself. "A permanently disabled machine may be replaced with a substitute by tournament officials. If the failed machine is eventually repaired, it will be put back in to play." Either a machine is permanently disabled or it isn't. The next paragraph talks about scores on the disabled machine holding, which... how do you fairly count that if (for example) Dracula breaks, is replaced with (for example) Phantom of the Opera, and then Phantom comes out and Drac goes back in? says "Any player who tilts their own ball, which then results in a tilt warning given to the following player will not have any consequences for the first offense. The player with the warning will be allowed to continue play as normal, or choose to have the ball played on a fresh game." Is this accurate? If Aiton tilts and I get a tilt warning ON BALL 1, I can just play my own one-player game afterward? Or do I have to play two balls and get a third on a fresh game? This is super confusing. Isn't this contradicted by the proceeding "No player may delay their game for more than 60 seconds, except to await a ruling or resolution of an environmental inconvenience. Environmental inconvenience is defined as any condition which can reasonably be expected to be resolved quickly, such as unusual noise, lighting problems other than sunlight, or repairs to an immediately adjacent machine. No player may wait for more that 60 seconds from the end of the previous player’s turn to begin their turn." Basically, if Aiton tilts, can I wait more than 900 seconds, or is 60 seconds the rule?@ichesh : DOH! Thanks for pointing out that I did not finish pushing up all my changes to the PR. The intention was to remove the World Championship specific parts, and put them into a separate file ( the same way we do with the pinburgh rules ). In addition, the Scoring

would be moved to a section that describes 2 possible scoring systems for a generic tournament : PAPA style and HERB style.
I'll push those changes up so that it is obvious.
As for the "Re-writing the existing rule book" section of your comment : if there are things in there that are not addressed by issue #5, then I'd suggest that we pull these out into a separate issue.
Context
It is unclear what the future of the PAPA world championships are. Because of this, it doesn't make sense to have world championship specific information in the rules.
Intent of rule change
The intent is to separate out the PAPA world championships specific information from the rules, in the same way that the Pinburgh specific rules are separated out from the PAPA rules. The intention is to separate out the following information :
Ideally, a new section would be introduced to replace the removed sections which gives generic instructions describing different tournament formats ( i.e. PAPA style, HERB, etc )
As a side benefit of doing these things, the rules will become more generic making it easier for other competitions to use them ( if they want to )
