Update supported python and postgres versions #624

This includes the following:

Add support for Python 3.12.
Remove support for Python 3.8 and 3.9.
Remove support for EOL PG versions (10 and 11).
Upgrade Vagrant box to Ubuntu 22.04.
Fix pip deps installation for Vagrant dev environment.
