It seems that DCO check may not require use of tim-actions/get-pr-commits as it internally rely on local commits object constructed from github client response. Ie the action to get PR commits can be removed.
On top of that we shall use version 1.1 and not 1.1.0. Not sure where the 1.1.0 version comes from.
