Pokemon Black and Black 2 EXP fix problem.

When I load up the randomizer, even before loading in any rom at all, I see on the Misc tab that there is in fact a spot for "B/W Exp Fix". However, as soon as I load the black or black 2 rom into the program, it is gone. I originally thought perhaps it automatically puts that into it. I loaded up the game and it is not that. So I am wondering how to get it to show up or is there another thing I am missing. (If it matters I am using it on a 3DS with CFW. NDS forwarder.)

Do you mean "B/W Exp Patch"? It is for the Generation 1 and 2 games to update the experience point system, not to fix the anti-piracy problem in the Generation 5 games.
