[BUG][Windows] When the app is in the system tray, it only opens using the tray icon #286

Telegram Web A Desktop 10.0.9 Windows 11 23545.1000

When the app is running in the background and the icon is visible in the system tray, the only way to open it is using the icon. Opening it via the taskbar/start menu/etc. doesn't work.
