HASTE effect #33

It does not apply haste as an effect, when I change it to any other it works.

  - 'remove_potion_effect: HASTE'
  - 'playsound: ITEM_AXE_SCRAPE;10;1'
  - 'give_potion_effect: HASTE;60;1;true'
