Change evaluators column in admin proposals list

Is your feature request related to a problem? Please describe Seeing the numbers of evaluators assigned to a proposal is an information that is not relevant.

Describe the solution you'd like I want to know how many of the assigned evaluators have completed their evaluation. For example, if out of the 4 assigned only 2 have completed the evaluation, the column will show 2/4.

Acceptance Criteria:

• [x] Given that I’m an evaluator or an administrator When I go to the proposals list Then I can see in the column “Evaluations” the number of completed evaluations in relation to the total number of evaluations. (I.e. 0/4)
• [x] Given that I’m an evaluator When I add an evaluation to a proposal And I go to the proposals list Then I can see in the column “Evaluations” of that proposal, that the number of completed evaluations has increased by one. From 0/4 to 1/4.
