Win98 SE install - HD formatting fails during install process

What steps will reproduce the problem?
1. Use Samsung 2.3 Android phone 
2. Allocate 1gb to drive HD-A 
3. use windows 98 SE .iso image as CD-load
4. Run setup, choose to format c: drive (if not formatting, then can't proceed)
5. Gets to 100% format, then fails, exit to DOS-interface

What is the expected output? What do you see instead?

Expect to format c: with NTSC(?) instead format fails and install fails

What version of the product are you using? On what operating system?

0.9.3 on Android 2.3 Samsung

Please provide any additional information below.

Seems that Windows formatting of the virtual drive fails - any way to preformat 
the drive to allow Windows install?

For issue, used Qcows2... tried preallocate and non-preallocate combinations 
for drives HD-A and HD-B, both at 1000mb

Was able to get disks running by setting both hda and hdb to 
preallocated/1000mb, then scandisk sometimes wants to fix disks FAT table.  Ok, 
seems to work to that point though had to use Shift-Tab and Shift-Enter to move 
selection.  Then upon next step it seems to hang either on Scanning System 
Registry or Copying Setup files... ("Please wait while Setup initializes. [CR] 
Scanning system registry... [CR] _")

Unfortunately Windows products are not supported, please see a list of

I managed to convert vmware's vhd to vdi, but it's endlessly booting.

I found a Fix for Windows formating/installing errors.The solution is to move 
HD image from SD card to internal storage of the phone.I tested it with Windows 
98 SE.
